The Ilocos Norte Sangguniang Panlalawigan has declared a Laoag City ordinance granting a franchise to the Laoag City Sports Center “invalid”. With the ordinance’s invalidation, the Laoag City Cockpit Arena lost its franchise and was ordered closed by Ilocos Norte vice governor and Sangguniang Panlalawigan presiding officer.
