Ilocos Norte Governor Ma Imelda “Imee” R. Marcos wants to transform the sleepy province of Ilocos Norte into a new hub of creativity and innovation, inspiring all Ilocanos to dream big and take the lead in steering the wheels of progress and development. Marcos delivered her state of the province address (SOPA), the first of its kind in the history of Ilocos Norte on June 29 during the special session of the provincial board presided by her cousin, Ilocos Norte Vice Governor Angelo Marcos Barba, but who was not in her line up during the 2010 elections.
