Laoag City as it was named the winner of the 2009 Gawad sa Kampeon ng Kabataang Pilipino by the National Youth Commission (NYC).
Laoag City was nominated by 4-H Club Federated President of Laoag Karen A. Ignacio for the city government’s support and programs for the youth.
