BATAC CITY, Ilocos Norte – The city government of Batac in cooperation with the National Commission for Culture and the Arts (NCCA) conducted the fourth Empanada Festival celebration on June 23 with foreign and domestic tourists as well as local residents flocking to this newly reinstated city. The grand celebration was held on June 23 but only the Final Dance Drama Showdown and the Pyrotechnics Display were held due to the heavy rain while the Street Dance, Grand Parade and the Parade of Floats were postponed July 2 to complete the event.
