Residents of Ilocos Norte’s first district has been effectively denied of around P30 million in government infrastructure projects as the Department of Budget and Management (DBM) diverted said amount to the neighboring province of Ilocos Sur a month after the May elections.
This was discovered by Rep. Rodolfo C. Fariñas (Ilocos Norte, 1st district) when he asked the DBM regarding a negative Special Allotment Release Order (SARO) issued to the District Engineering Office withdrawing the allotments of P30 million previously released under SARO No. A_10-04395 dated May 19, 2010.
