BATAC, ILOCOS NORTE – Amidst uncertainty of Batac’s cityhood status and the recent flooding that submerged several villages here, local officials and residents have a reason to be merry as they kick off their month-long festival with a parade of colorful electric lights that brightened the dimly lit thoroughfares of Batac on December 8.
