DESPITE the opposition of several Laoag City Elementary School teachers and parents to the planned conversion of the school lot into a commercial area, the Laoag City government, the Catholic Church and Bellagio Holdings, Inc. signed a memorandum of agreement effectively initiating the conversion of the said lot.
