Breaking Ground. Ilocos Norte Governor Ferdinand R. Marcos, Jr. leads the ground breaking ceremony of the multi-million hotel and the convention center in Barangay Balacad, Laoag City. The governor was joined by Dr. Cresencis “Myrna” Bundoc, 1st vice president and head of area management office-North Luzon DBP, members of the provincial board, mayors and Metropolis representatives. The said project is expectedly to be completed in 18 months.
