According to Bishop Juan Jose Aragones’ Ad Limina Report, Laoag is the biggest town in the diocese of Nueva Segovia, with a population of 36,000; it is followed by San Carlos in Pangasinan with 25,000. Vigan at this time has 23,800, and Tuguegarao has 16,000 [Scharpf]
