The month-long Pamulinawen Festival was kicked off by a colorful civicmilitary parade on February 1, 2011 and which was participated in by all offices of the Laoag City government, led by elected officials; other government agencies, private business establishments, public and private schools, the city’s barangay officials and the city’s Philippine National Police.
