Tthe Laoag City government has begun the strict implementation of the helmet law for motorcycle riders – drivers and passengers, as well as other local laws recently passed for the operation of motorcycles on February 1, 2011. An ordinance became a controversial issue for the past days because of the strict implementation of using crash helmets for both the driver and rider and it also included a prohibition on the wearing of flip flops, sandals, slippers or being barefooted while operating a motorcycle.
