PUBLIC MARKET BUILT WITHOUT DEBT. Mayor Alfredo Valdez of San Nicolas town shows the way how local government units could build a multi-million public market without any single cent of debt. Built through the municipality’s savings and fund raising activities for this new building of the San Nicolas public market stands tall as it serves as a monument of government spending anchored on honesty, transparency and away from controversy (middle).
