LCGH UPGRADE. Laoag City mayor Michael V. Farinas leads the ground breaking ceremony for the upgrading of the Laoag City General Hospital (LCGH) on November 8, 2009 which was witnessed and attended by several city councilors, departmenet heads, barangay officials andprovincial board members Kris Ablan and Renato Peralta.
