The first phase of the first wind power plant not only in the country but in Southeast Asia was inaugurated at Saoit, Barangay Pagali, Burgos. The project, now managed by Northwind Development Corporation, was estimated to cost P60 million when it began in 2001 under the aegis of the Philippine National Oil Corporation. Initial financial assistance was provided by the Danish International Development Agency. The power plant is composed of 15 turbines, each at a height of 70 meters the equivalent of a 23-storey building the wind farm can generate a maximum capacity of 25 megawatts. The second phase of the project will be assisted by the Aboitiz group of companies.
