President Rodrigo R. Duterte appointed a 23-year old youth leader from Ilocos Norte as the new Commissioner at Large of the National Youth Commission. After receiving the official appointment papers from the Office of the President, James Caesar Ventura, a native of Brgy. Manalpac in Solsona met with NYC Commissioner Aiza Seguerra on for his oath taking.
