The National Bureau of Investigation (NBI) Laoag District Office has filed plunder charges against former Laoag City treasurer. Elena V. Asuncion at the Office of the Ombudsman. Aside from the plunder charge, the local NBI office also recommended administrative sanctions on current Commission on Audit (COA) auditor Ramelin A. Guiang and COA audit team leader from 2012- 2014 Michelle E. Simon. However, the COA audit team leader from 2007 to 2012 already retired from service.
