Former Bacarra Vice Mayor Villamor Ramelb, the accused mastermind in the May 20, 2007 killing of then Bacarra Mayor Philip Velasco has been acquitted of murder charges filed against him due to insufficient evidence. In a 27-page decision signed by Judge Francisco Quilala of Regional Trial Court Branch 14 in Laoag City on March 29, the court finds the lone witness’ testimony dubious and weak to pin down Ramelb as the prime suspect in theVelasco killing.
