Local residents, both young and old alike became a sort of tourists in their own land as they lined up and waited for their turn to see for themselves the ins and outs of the newly rehabilitated Provincial Capitol building here in Laoag City. The “opening” of the Capitol, where ordinary citizens can inspect the physical improvements in the building as well as see for themselves how the provincial government operates, was a part of the celebration of Ilocos Norte’s 193rd foundation anniversary on February 2, 2011.
