BATAC CITY, Ilocos Norte—Three days before Christmas, local residents here can now look ahead to a brighter New Year as their collective prayers were answered with the recent Supreme Court decision reversing its earlier decision as it re-voted and declared as constitutional the creation of 16 new cities, including Batac.
