Florita’s wrath, Ilocos Norte declared under a state of calamity, Typhoon leaves 2 casualties, P60M in damages With typhoon Florita leaving two casualties and an estimated P60 million in damages, members of the Sangguniang Panlalawigan unanimously approved a resolution declaring the whole province under a state of calamity on their July 17 regular session at the Provincial Capitol. Though the declaration may be a couple of days late, Ilocos Norte Vice Governor and SP presiding officer Windell D. Chua explained that when Florita first unleashed its fury in the province on July 12 as public storm signal no. 2 was hoisted, the Provincial Disaster Coordinating Council (PDCC), during an emergency meeting, assessed that there had been no major damages in Ilocos Norte yet and it was only on the next day, July 13, when damages all around the province had been recorded.
